Commissioning young people’s substance misuse services in secure estate
Next steps and guiding principles for local delivery and implementation of the commissioning of young people's substance misuse services in secure estate.

A letter from Richard Bradshaw, Director for DH Offender Health, Ray Hill, Director of Secure Accommodation at Youth Justice Board, and Rosanna O’Connor, Director of Delivery, National Treatment Agency, provides an outline of next steps and guiding principles for local delivery and implementation of the commissioning of young people’s substance misuse services in secure estate.

The responsibility for funding of secure estate substance misuse services has been transferred from the Ministry of Justice to the Department of Health. Funding will be routed at local authority level to ‘Children and Young People’s Substance Misuse Commisssioning Groups’.

The new arrangements are expected to be in place by April 2012. However, in some areas current arrangements may need to be maintained for a short period of time before the new service becomes fully operational.
